Licensing Information
Premises Licence
Wellsprings Leisure Centre holds a premises licence under the Licensing Act 2003 for the entertainment of the public. Copy of our licence is attached. Under conditions set on this licence Tone Leisure must provide TDBC Licensing unit with certain information at least 21 working days prior to any event. TDBC can impose conditions on the centre for any particular event and ask for additional information to satisfy them that any event will be run safely and within the guidelines of the Act. Failure to comply can result in an improvement notice being imposed on the centre and Tone Leisure and or a fine.
Tone Leisure asks all hirers to assist its staff in ensuring compliance with our obligations under this Act. Licensing Officers inspect all licensed premises regularly and have the power to shut an event down if they are dissatisfied. With your assistance we can avoid this happening and ensure a professional and safe event for everyone.
Insurance
Tone Leisure holds Employer liability insurance and Public Liability Insurance. A copy of our current public liability insurance is attached. Copies of relevant insurances for contractors involved in any event are requested on the Contractor Questionnaire. Tone Leisure reserves the right to refuse contractor access if an in date certificate has not been submitted covering them for their staffs actions on our premises and any impact they may have on the public attending the event.
Health & Safety Information
Method Statements
Under Health & Safety guidance Tone Leisure requests copies of contractors method statements in completing their work on site. These are added to our event pack and are made available to any inspectors that attend or request them. The responsibility for providing acceptable method statements for any external contractors falls on the hirer. Failure to provide method statements could lead to refusal of access on the day of the event.
Risk Assessments
Tone Leisure has a duty of care to assess the risk for each event hosted on its premises and do everything possible to minimise that risk. Again where external contractors are completing work on site we request copies of their risk assessments, see Contractor Questionnaire. These are added to our event pack and made available to any inspectors that attend or request them. The responsibility for providing acceptable Risk Assessments for any external contractors falls on the hirer. Failure to provide Risk Assessments could lead to refusal of access and the cancellation of the event.
Electrical Safety
Tone Leisure completes the required checks on its electrical systems to ensure the safety of its staff and that of the public. Before any equipment not owned by Tone Leisure or Taunton Deane Borough Council can be attached to our electrical supply we require copies of its PAT certification. See Contractor Questionnaire.
Fire Safety
Under licensing legislation for the entertainment of the public Tone Leisure has a duty of care to ensure all fabrics used are fire resistant. If you or any contractors you use intend bringing in any equipment either covered in fabric or made of fabric we request copies of its fire certification. See Contractor Questionnaire.
Fire Evacuation
Wellsprings Leisure Centre staff are responsible for the safe evacuation of all staff, contractors and employees in the event of a fire or similar incident. Our Events Manager or Duty Manager will brief any external contractors in our emergency action plan on arrival to site. The Events team will be drilled in fire evacuation and will ensure a safe evacuation of the building if necessary.
Performing Rights Society
PRS
Tone Leisure as the operator of Wellsprings Leisure Centre is responsible for paying the Performing Rights Society the required percentage of the gross box office for all musical events regardless of the event being promoted by a third party or tickets being sold by a third party. Included in this pack is an information sheet from PRS and a schedule sheet to help us with our declaration.
Please note these charges will not be clear until the final box office is collated. The charges will be deducted from the Box Office return. If a Box Office is not operated by Tone Leisure, the hirer will be asked for the total ticket sales and PRS payment in advance of the event.
Marketing & Promotion
Tickets
The Events Manager prior to printing and going on sale should approve all tickets sold at Tone Leisure facilities.
If the event is all seater they should be numbered in accordance with the seating plan agreed.
All tickets must have a tear off stub that door staff can collect at the event before allowing entry to the premises.
All tickets sold should be difficult to duplicate to prevent forgery.
We encourage all tickets to display the following terms and conditions: -
- Entry to this event is by ticket only.
- The centre management reserve the right to refuse entry.
- Any behaviour not in keeping with that expected will result in ejection from the event without a refund.
Promotional Material
Tone Leisure and Wellsprings Leisure Centre will promote all events held in its facilities assuming there is sufficient time and space permitting. This includes posters and leaflets. Again please ensure the Events Manager approves the leaflets and that the correct information is displayed.
We also produce a quarterly What’s On guide that is sent to a database of customers that attend our events and members of the centre. All centre events and those hosted can be published on this guide time permitting.
Bars & Catering
Tone Leisure has a contract with local caterer Food 4 You for all food and beverage operations -
www.food-4-you.co.uk . If your event requires any catering, the Events Manager will arrange for a representative to contact you at their earliest convenience.
